Tax information for foreign Fermilab users

The requirement to file a tax return applies to almost everyone who spends time in the U.S.

For many, this involves filing a form with the Internal Revenue Service (IRS) that merely reports certain types of income. If you spend a significant amount of time in the U.S. you also could need to pay U.S. taxes on worldwide income. The obligations to file or pay can arise even if you do not receive funds from the U.S., have no U.S.-employment and have no other ties to the U.S.

The deadline for paying U.S. taxes is April 18, 2011. Individuals on J, F, B-1 or a Visa Waiver who have visited or stayed in the U.S. for 183 days or more over any three years should speak with a tax professional. Fermilab’s Visa Office can provide referrals; however, Fermilab’s Payroll Department and Visa Office do not have the expertise to advise anyone on this issue.

Of sports cars, the Higgs, and Poppa Neutrino

Bumbling around the Web, you can’t help but notice that pop culture references to particle physics pop up everywhere. Dark energy is not just a mysterious force that accelerates the expansion of the universe; it’s an evil vibe, a video game company and a gaming weapon (typical gamer exchange: “Any 1 know what Dark Energy is for?” “you get it after last zhul raid.”) Ditto the Higgs boson, as in this Wall Street Journal review of the 2012 McLaren MP4-12C sports car describing it as

…crazy light, a mere 3,279 pounds. There’s a kind of sheer depravity of physics going on here, a larceny of inertial mass, as if the car had been scoured of its Higgs bosons.

(Technically, of course, things don’t contain Higgs bosons; see an explanation here. But the reference made me smile.)

But long before the current particle physics craze got going there was Poppa Neutrino, aka David Pearlman, who died in January at the age of 77.

Today ICARUS will be inaugurated at Gran Sasso

ICARUS, a project headed by Nobel Laureate Carlo Rubbia, started operation on May 27, 2010. It boasts a technology unique in the world and was built in close collaboration with Italian companies.

Today, March 29, the ICARUS experiment will be officially inaugurated in the Gran Sasso National Laboratory. The experiment is located in Hall B of the underground laboratories.

ICARUS started working gradually from May 27th of last year and it registered data since the very beginning, capturing the tracks left by rare cosmic rays able to reach the depths of the laboratory and, above all, the interaction events of neutrinos from the beam sent from CERN, that crosses the earth's crust for more than 700 kilometers before intercepting the experiment detectors under the Abruzzo mountain. The experiment will study the neutrino oscillation phenomenon, detecting the artificial neutrinos that reach the Gran Sasso Laboratory from CERN, along with the OPERA experiment.

Timely timecards

Cindy Conger, head of the Finance Section, wrote this week’s column.

The Fermilab Time and Labor system has been in place for all employees since last June, and many employees have been using electronic time reporting since November of 2007. Most of us have become accustomed to filling out our timecard and approving it by the deadline of 10 a.m. every Monday morning so that our supervisor can approve it by the noon deadline that day.

The number of missing timecards -- those that have not been submitted by employees -- has decreased from an average of 60 per week last June to less than 40 per week now. This is an improvement, but we need to do better. Across our divisions, sections and centers, the laboratory expends effort equal to a full-time person to follow up on these missing time cards, make adjustments and make sure all timecards have supervisory approval.

In order to make it convenient to submit your timecard from home or any other location away from the laboratory, the FTL system is available via the Web, without needing VPN access for most operating systems. The link is available from the Fermilab at Work page under Quick Links: Time and Labor Reporting. From the FTL Launch page, click “Go to FTL Timecard;" or use this direct link to the FTL logon page

Weekly reporting and approval of time allows us to post labor costs to our financial system more frequently than once a month, giving programs and projects the ability to access and review these costs sooner.

Please make every effort to submit your timecard, and approve your employees’ timecards if you are a supervisor, before the Monday deadlines (10 a.m. and noon, respectively). This will save a lot of people some time and help enhance the efficiency of our payroll and labor distribution processes.

This week's safety report, compiled by the Fermilab ES&H section, lists no recordable incidents. An employee hurt their ankle while walking, but was not seriously injured.
