US Delegation Meets with Chinese Premier Wen Jiabao

On October 15, Robin Staffin, the Department of Energy's Associate Director of High Energy Physics, led the US delegation at the meeting of the US/PRC Joint Committee for Cooperation on High Energy Physics. Ten representatives of US particle physics attended the meeting in Beijing, including Fermilab's Assistant Director Roy Rubinstein.
"There is a meeting every year to discuss high energy physics collaboration between the US and China for the forthcoming year," Rubinstein said. "This year's meeting was slightly more ceremonial because it is the 25th anniversary of the agreement to cooperate on high energy physics."
In 1979, James Schlesinger, the first head of the Department of Energy, signed for the U.S. side, the implementing accord establishing the US/PRC Joint Committee for Cooperation on High Energy Physics, in order to encourage collaboration between the two countries. Deng Xiaoping, who was the Chinese leader at the time and also the father of a physicist who studied in the US, supported science development in his country and also strongly encouraged a collaboration with the US.
Since that time, physicists from the US and China have met every year, alternating the location of the meeting between the two countries each year. "Fermilab has had many users from Chinese institutions because of this agreement," Rubinstein said. The majority of discussions at the meeting focused on the particle accelerator at the Institute of High Energy Physics in Beijing, but in the past attendees have also discussed collaboration on US projects such as DZero at Fermilab and STAR at Brookhaven.
In celebration of the 25 years, the US delegation met with the Chinese Premier Wen Jiabao in the government compound in Beijing. "The Chinese Premier gave a very positive affirmation of China's interest in collaborating with the US," Staffin said. "He also reaffirmed the importance of conducting science and continuing the US/China Cooperation on High Energy Physics."

Theft Happens

Theft does happen at Fermilab. Statistics show that loss and/or theft of
non-government property at Fermilab is a relatively rare event. In FY2003
there were ten incidents ranging from a $10,000 oscilloscope belonging to a
university to an employee's $50 pair of tennis shoes, for a total annual
loss of $12,068. In FY2004 there were 22 incidents including two laptop
computers and 8 incidents of cash, wallets, or purses being taken, for a total
loss of $9,120. Six of these incidents, including both laptops, occurred at the
CDF Portakamps in the month of October.
In virtually all these incidents, the
property in question was unsecured and visible to a passerby. Two of the losses
occurred from unlocked personal vehicles. One of the two laptops was secured
to a desk with a "laptop" lockdown kit. These kits are intended to thwart the
snatch and run type crime that might occur in a public area like an airport.
They are not adequate for securing computers left unattended in plain view.
The Security Department recommends personnel property be out of view and secured,
especially attractive targets like wallets, purses, and highly portable electronics,
such as PDAs, ipods, and laptops. Laptops should be secured in substantial
cabinets or desks when not in use. The "laptop" lockdown kits should be used
when your machine is in use or when you may have to wonder a short distance for
a brief time. If you are going to be out of sight of the machine, or the
office where it is located, lock it in the cabinet or desk and get it out of sight.
If you see a stranger in your area ask if you can assist them. Criminals
committing these types of crimes are opportunistic and can be very bold
and well prepared with explanations if caught in a compromising situation.
If you are suspicious of a person's activity in your work area or are a
victim of theft, report it immediately by calling the security dispatcher
at x3414.

Kasules, Pahlavan
Win Writers' Club Awards
"Mobius," a poem by Marilyn Kasules, and "To Dance" and "King for a Day,"
two vignettes by Fatimeh Pahlavan, were named the winners in the fourth
annual Writers' Contest of the Fermilab Creative Writers' Club. Pahlavan won
in both the Short and Short-Short Story categories.

Kasules is married to TD's Kurt Kasules, while Pahlavan, a senior at West
Aurora High School, is the daughter of CD's Emily Pahlavan. The prize in
each category was a $25 bookstore gift certificate.
Entries to the contest were evaluated by the members of the Creative
Writers' Club, who were not allowed to compete with their own writing. The
club was founded in April of 1997 to provide members with mutual support and

encouragement, and with a mutual sounding board. "Anyone who has, or has
had, a Fermilab badge can join the Creative Writers' Club," said president
Dinker Charak. The writing contest is also open to Fermilab badge holders'
immediate families.
Charak said next year's contest will probably take place earlier in the
year, to encourage participation from summer students. Winning entries to
this and previous contests can be viewed on the club's web site.

DOE releases specs for $1 billion accelerator; State of Illinois supports Argonne bid
The U.S. Department of Energy last month released a draft document outlining bid specifications to build and host the Rare Isotope Accelerator (RIA), a $1 billion facility for nuclear physics research. Argonne and Michigan State University are the leading candidates for hosting the facility.

IMAPServers Downtime Tomorrow
On Thursday November 11, between 6am and 7am, the Computing Division will be
applying a patch to fix some problems with the imapserver software.
This will require each of the imapservers to be unavailable for approximately
fifteen minutes. The Computing Division is allowing one hour for the operation
in case of any unforeseen problems.
International Folk Dancing
Because of the Veteran's Day holiday, International Folk Dancing on
Thursday, Nov. 11, will be held, exceptionally, on the stage of
Ramsey Auditorium in Wilson Hall. All are welcome, but anyone
without Fermilab ID should contact the club at

Fermilab Barnstormers Meeting Wednesday
The Fermilab Barnstormers Model Aeronautic Club will have its next meeting
Wednesday November 10 at 5:30pm at the Users' Center
Music Room. Meetings are held on the second Wednesday of each month.
Current members fly R/C gas planes, electric planes,
control line planes, and helicopters.
