Fermilab Host to First Indo-U.S. Accelerator R&D Working Group Meeting
Last Thursday and Friday, scientists from Fermilab, SLAC, Jefferson Lab, and Argonne and Brookhaven National Laboratories met with several scientists from India for the first meeting

Technology, India
of the Indo-U.S. Accelerator R&D Working Group. The group was formed to explore India-U.S. collaboration on current and future particle physics projects such as an International Linear Collider, a superconducting linear accelerator, and neutrino experiments.

"Collaborations between India and the U.S. are beneficial to both countries, and discussions like these are vital to the future of particle physics, and the International Linear Collider," said Fermilab's Shekhar Mishra, the U.S. liaison to the working group. "The meeting was very successful; we have agreed

to have a scientific staff exchange as a first step to developing this collaboration further."

At Fermilab, the group heard presentations on U.S. accelerator activities, Linear Collider R&D, and grid computing at Fermilab. Indian scientists spoke on the past, present and future of the Indian accelerator program, the grid computing initiative in India and the Indian Gamma Ray Observatory. The workshop concluded Friday evening with a dinner hosted by Indian scientists at Fermilab.

The Indian delegation was smaller than originally planned due to scheduling difficulties in obtaining U.S. and Canadian visas. The full delegation will visit the U.S. at a later date.

Rep. Henry Waxman's Views on S&T Advisors in Policy Making
The National Academies of Sciences Committee on Ensuring the Best Science & Technology Presidential and Federal Advisory Committee Appointments received testimony from Rep. Henry Waxman (D-CA) and Rep. Vernon Ehlers (R-MI) (see FYI #106). Below are the prepared comments of Rep. Waxman. See FYI #107 for Rep. Ehlers' remarks.

"Thank you for the invitation to come here today. It is impossible to overestimate the importance of the National Academy of Sciences to policymakers like me - and indeed to the entire nation. When political conflict surrounds a scientific issue, we need to hear an independent and expert view of the evidence. Your work reviewing and clarifying data on such complex issues as vaccine safety, nursing home standards, and the science of climate change has been enormously important...

Rep. Vern Ehlers on S&T Advisors in Policy Making
As reviewed in FYI #106, the National Academies of Science Committee on Ensuring the Best Science & Technology Presidential and Federal Advisory Committee Appointments met on July 21. One of the speakers at this meeting was Rep. Vernon Ehlers (R-MI). Ehlers, one of two physicists in Congress, is the chairman of the Subcommittee on Environment, Technology and Standards. The full text of Ehlers' prepared remarks follow. FYI #108 will provide the full comments of Rep. Henry Waxman.

"...Science and technology surround us--computers and communications devices, advances in food production and medicine, as well as breakthroughs in energy and defense--all rely on innovations in science and technology. These advances drive our economy, secure the nation, and improve our daily lives. They also frequently pose significant ethical and societal questions that may require regulation or policy solutions. Scientific information is a key consideration in making policy decisions. However, many additional factors--including societal values, economic costs and political judgments--must also be included in the final decision...

What's Up with the Linear Collider?
The ninth in a series of Fermilab Today stories on the International Linear Collider. The entire series is available online.
CERN and the Linear Collider
On July 19, the CERN Council held a meeting in Rome to discuss its potential role in, and interactions with, a linear collider. The Council is the highest CERN authority and has the ultimate responsibility for all important decisions. It determines CERN's policy and controls CERN's activities in scientific, technical and administrative matters. Each of the 20 CERN member states has two official delegates, one representing each nation's government and the other national scientific interests.

At the Rome meeting the Council reaffirmed that the Large Hadron Collider project, currently under construction and to be completed in 2007, is CERN's highest priority. At the same time, the Council supports CERN's participation in R&D for a future linear collider.

"CERN is an active partner in the CARE and EuroTev projects in collaboration with other laboratories to design a future linear collider," said James Gillies, head of the CERN Press Office. CARE stands for Coordinated Accelerator Research in Europe, a project started earlier this year to integrate numerous European resources contributing to a variety of accelerator R&D projects. EuroTev is the European Design Study Towards a Global TeV Linear Collider, a project involving more than 20 European institutes who have joined forces to advance the design of a linear collider. The EuroTev collaboration coordinates its efforts with the International Linear Collider Steering Committee. The study group currently focuses on linear collider design tasks that are mostly independent of the upcoming technology recommendation ('warm' vs. 'cold').

The CERN Council also supports the Compact Linear Collider Study (CLIC). The study explores the technical feasibility of beam acceleration by the so-called "two-beam acceleration scheme," in which a "drive beam" powers the acceleration of a second beam. CERN runs the CLIC project as a special program, with funding from voluntary contributions by CERN Member States in collaboration with many institutions. The CLIC technology could be a candidate for a future linear collider if lack of funding delayed the construction of a linear collider until the next decade.
