Network Storm

We have many computers and data collection points and they are all talking to each other by turn. When a piece of equipment fails or just slows down, this flow of communication can get out of hand when requests for information gets followed by more requests or when responses that are not received get followed by more responses. From this you get a "storm" that grows exponentially until all communication just stops, sort of like a traffic jam.
