Steve,
   Here are my comments on the draft.  They are in 
order of occurrence, not order of importance.  In fact,
none of them are important.

1. Introduction.
    the description of neutrinos "metamorphosing from one species
to another during propagation" gives an incorrect view, in my mind,
or the quantum mechanical situation.  How "...the growing evidence
that neutrinos can oscillate between their production and their
interaction which implies..."

2.  In point 2 on page 5, it should be "Soudan 2" not II

3.  Many places in the paper it treats "s" as a syllable and breaks
up the words.  ??

4.  Penultimate sentance before 2.1 (Note that...) is confusing.  If
you are saying nue's have +1 and nuebars have -1, put the nuebar in
parenthesis.

5.  2.1 2nd sentence, I believe it is more accurate to say 
"resonance" production than "single-pion"

6.  Last sentence 2.3 \nu_\mu

7.  Section 3 Introduction "long baseline" should be "long-baseline"

might be ! has an extra space before exclamation

8. 3.1.1 2nd paragraph,
I suggest drop tiny.  It could be read that mixing angles are tiny
and they are not.

9.  Many equations 34, 37, 39, 51, ... I think \frac should be
replace with /

10. 3.2.1  The up/down ratio... is limited (not are limited)

12.  Figure 37, Is "A" from equation 32?  I don't see it defined anywhere
near this figure.

13. 3.6 1st sentence "appears to be" replace by "is"
next paragraph (a) and (b) are reversed between the sentence and
the following explanations.
