P5 and UEC The recent P5 meeting was discussed. and the role (if any) of the UEC relative to it was considered. The UEC was invited to make a presentation to the P5 committee during its visit to Fermilab March 26, 27. Since these were the dates of the UEC trip to Washington, DC, this did not work out. Presentations were made on the Fermilab program for the next decade, on the Fermilab Accelerator prospects, on the BTEV and CKM proposal and on the D0 and CDF Run2b Upgrades. It was agreed that Fermilab overall came out looking quite good in its presentations to P5, and there was no need for the UEC to have a special meeting with P5. It was suggested that the UEC invite Abe Seiden to give a talk at the Users' Meeting. The UEC will request that the the P5 report to HEPAP on July 24-25 be video conferenced. The UEC also plans to have a member attend this HEPAP meeting. 2. Fermilab Long Range Plans and Accelerator Status - Mike Witherell Mike showed a very long range plan which was presented to HEPAP on 7 March, covering the present until 2012. (The slides for Mike's talk can be found in the P5 presentations.) A Proton Source Committee, chaired by Dave Finley, is studying the proton requirements of various programs and what it will take to get the required beam. This information will be technical input to the PAC. A Fermilab Long Range Planning Committee has been set up with the charge to develop in detail realistically achievable options for the coming decade. The committee membership consist of the following Fermilab Staff: Hugh Montgomery (Chair), Steve Holmes (Deputy), Jeff Appel (Ex officio, Program Planning), Joel Butler, Marcela Carena, Josh Frieman, Steve Geer, Chris Hill, Bob Kephart, Sergei Nagaitsev, Jim Strait,and John Womersley and the following external members: Gary Feldman, Harvard, Young-Kee Kim, Chicago,Peter Meyers, Princeton, Angela Olinto, Chicago, and Ritchie Patterson, Cornell. Subcommittees will study various options in neutrinos (proton driver, off-axis, etc.), a future linear collider. A web site will be set up soon. A status report will be given at the Users' Meeting. The Illinois Coalition, composed of leaders from various private and public institutions involved in science and technology, is planning an event in Washington in May highlighting Fermilab and Argonne. There will be a breakfast for Illinois congressional delegates and their scientific staff advisors with talks by various representatives from the labs and from two university research organizations that collaborate with Fermilab on accelerator research, ICAR (Illinois Consortium for Accelerator Research) and NICADD (Northern Illinois Center for Accelerator and Detector Development). The clear aim is to educate the Illinois members of congress and their staff about the laboratories and about the fact that Illinois receives nearly $700M from the DOE Office of Science, 20% of the total budget. The lab set a record for delivered weekly integrated luminosity the week before last, and also set a record for number of protons delivered to MiniBooNE. This past week saw studies and a shutdown for an access for CDF, and the Tevatron is coming back up now. Nevertheless the integrated luminosity for the Collider Run is about 4 inverse pb behind the base goal for 2003. Studies will be done approximately every other week until the shutdown, foreseen for July 28. This date may slip a few weeks so that the laboratory can deliver a total of 225 inverse pb before the shutdown. Mike was asked about linac power amplifier tubes, some of which have been failing at shorter than expected lifetimes. These tubes are used in Linacs at BNL and Los Alamos as well as in the Fermilab Linac. The tubes come from a single manufacturer, which is having problems in delivering new or rebuilt tubes. The lab is exploring several options to solve this problem. 3. Fermilab Annual Users' Meeting John Conway went over the present schedule for the Users' Meeting (to be held 2-3 June). The first day emphasizes current experimental results, and the second day looks more to the future. There are a number of confirmed speakers and we are waiting on others. It was suggested that there be talks from P5 and the FNAL Long Range Planning Committee. This led to a discussion of how to organize the "Future of Fermilab" session, and it was agreed that this should be led off by a talk from the LRPC and then an open mike session. If there are requests, the Users Meeting will be video archived. The first day session will be followed by a banquet at the Users Center and then a Festa Italiana in the Barn. The second day's session will be followed by a reception and poster session sponsored by the Graduate Student Association. The New Perspectives Conference, sponsored by the GSA, will be held June 4 and 5. 4. DC Trip Follow-up One of the main results of the trip to DC was that it was clear that the Tevatron Collider program needed to redefine its physics goals, and communicate them clearly to Washington and the science community in general. The possibility was discussed of the UEC sending a letter to the Tevatron collaborations and the lab, urging that they commit significant effort and resources to re-evaluating the physics goals with realistically achievable integrated luminosity, and creating brochures, education posters, magazine articles, and other media with which to communicate the message. Finally all UEC and GSA members who went on the March 26-27 DC trip were urged to submit short trip reports on their Washington meetings. These will be very useful as background information for next year's trip. 5. 2003 UEC Election The goal of getting more non-US participation in the UEC was brought up. A concerted effort needs to be made this year to get nominees representing the full spectrum of users.
