GenericFunctions
PtRelFcn now includes <float.h> to overcome a compilation error

eulerAngles() method of HepRotation modified.
The original method could produce badly flawed results in certain
circmstances when the rotation matrix has strayed from perfect
orthogonality (particularly if the rotation axis is close to but
not precisely on the Z axis).
The phi() and psi() methods are left untouched except in cases where
the improvement is potentially crucial (sin theta < 0.01) in which
case the new eulerAngles() method is used.

Debug-style messages enhancement
- Modified ELassertN preprocessor macros so user can alter NDEBUG
value between multiple inclusions.

Independent Histogram titles update

Re-do the logic of allowing different histogram object names and
titles in a cleaner way. The original scheme worked but made histogram
objects very hard to retrieve from a file.
N. B. The user
interface is unaffected by this change.
