Changes made in the v4_7_1 release of ups:

    * adds setups.py
    * return code of ups matches return code from actions
	(i.e. if ups some_action product has an action of "false"
	ups exits with an exit code of 1...)
    * UPS_REQ_CHAIN -- requested chain
