Release notes for upd v4_5_6

Changes since v4_5_5:
   * upp uses complete product descriptions (i.e. fred v1_0 -f IRIX -q qual)
	instead of just product and version
   * tilde expansion in updconfig for UNWIND_xxx variables
   * $SUFFIX defaults to "tar" in updconfig
   * best match fix for overlapping group:..end: definitions
   * does registered user check only if you're going to fnkits.fnal.gov
   * only prompt for proprietary product info if the product needs to be
 	installed.
   * more detail in some error messages

Changes since v4_5_4:
   * More bugfixes for Execute syntax (whitespace, etc.)
   * "action = actionname" now smashes case on actionname

Changes since v4_5_3:
   * Table file precedence works properly -- you get the "best" match
   * bugfix for upd update for products not declared as current updconfig
     would have declared them
   * local database install problem corrected

Changes since v4_5_2:
   * upd is not quite as quiet.
   * Execute() actions don't have to be spelled "Execute", but can now
         also be "EXECUTE" or "execute", etc.
   * upd now prints a notice if your node is not registered on ftp.fnal.gov
   * upp bugfixes too numerous to enumerate.
