cvsh v1_9

This release:
* fixes a bug in the handling of ssh2 clients which put " (RSA1)"
  on the end of ssh-add -l output.
* allows BaBar-ified cvs clients which rsh "cvs -e whatever server"
* restricts "admin" interactive logins to kerberos authenticated
  connections.
