UPS/UPD Bootstrap Product v2_1

The bootstrap product is a set of automated scripts to bootstrap coreFUE. CoreFUE is a bundled product which includes UPS/UPD and perl. Several project-specific configurations of UPS/UPD are available. The v2_1 version of the bootstrap for UPS has been significantly streamlined and is less error-prone than the preceding release. Automated installs are available for UNIX and NT (with CYGWIN).
