apache v1_3_13 release

• mod_so module built in for dynamic loading of Oracle, jserv, etc. modules
• mod_proxy module built in, allowing hiding other servers behind yours, and general proxying (although we recommend against putting up any general purpose proxies on site.)
• apache 1.3.12 source tree, with all of the new features that that entails.
