Report of the Fermilab
Physics Advisory Committee
April 14-16, 2000
I. Summary of Presentations and Discussions
The CDF and D0 collaborations described the experiments' progress toward completing upgrades and preparing for the start of Run IIa on March 1, 2001. The collaborations also discussed plans for handling the extending running and high luminosities of Run IIb, with a goal of achieving integrated luminosities of 15 fb-1 for each experiment. Both the NuMI and MiniBooNE experiments presented status reports on detector development and civil construction. The status of accelerator upgrades for the collider run, as well as fixed-target, test-beam, and booster development plans, were presented by the Beams Division.
Status reports were presented by the BTeV, KAMI, and CKM collaborations, each of which plans to submit a proposal within the next year. The Committee also listened with interest to descriptions of the new "Neutrino Factory" concept, dealing with both physics goals and accelerator issues. R&D work toward other possible future accelerator options was briefly reviewed as well.
Much of the
meeting was devoted to preparations for the Aspen PAC meeting: identifying
the questions to be considered there, and requesting the specific reports
and information needed to address them.
II. General Comments and Recommendations
CDF / D0 Upgrade Status
The Committee was encouraged by the strong commitment of the CDF and D0 collaborations to meeting the March 1, 2001 data-taking startup for Run II. The Committee commends the Fermilab management for their close support and close monitoring of the upgrade progress.
The Committee heard
about the CDF and D0 descoping plans, which are being considered in case
it proves to be impossible to have the complete detectors ready to start
data-taking on March 1, 2001.
CDF / D0 Plans and R&D for Run IIb
Both collaborations have taken initial steps towards an R&D program for a high luminosity Run IIb. The Committee encourages them to continue developing plans for the minimal upgrades required for continued operations up to an integrated luminosity of at least 15 fb-1.
The Committee is particularly
concerned that both collaborations move rapidly to identify the long lead
time components of these upgrade plans.
NuMI / MINOS
The Committee was
pleased to hear of the progress on the NuMI project, and of the excellent
relationship between the Project Manager and the collaboration. However,
the Committee notes that, as a major experiment in the midst of construction
during the run-up to Run II, NuMI/MINOS is most at risk in the current
budget difficulties. It is thus appropriate that the Committee emphasizes
that MINOS is likely to be the most important neutrino experiment of the
decade and should give precise measurements of basic parameters of the
neutrino mass matrix.
MiniBooNE
MiniBooNE is the key
experiment for investigating neutrino oscillations in the LSND region,
and needs to be accomplished in a timely way. The Committee was pleased
to hear a report of the progress the MiniBooNE experiment is making on
many fronts. One remaining concern is the further mitigation of Booster
losses to allow high-intensity running.
BTeV
The Committee heard reports from the BTeV collaboration describing its progress on the detector design, Monte Carlo simulations, and beam tests that will lead to the BTeV proposal. The collaboration appears to be on schedule to submit its proposal to the Laboratory on May 15, 2000. In addition, BTeV has been preparing a preliminary cost estimate, which will be evaluated by the Laboratory prior to the Aspen meeting of the PAC.
The Committee was
impressed by BTeV's progress toward a proposal and commends the collaboration
on the high quality of its work.
Kaon Program
The Committee was
also impressed by the recent R&D progress by the KAMI and CKM proponents.
Both groups plan to submit proposals for consideration in the summer of
2001. The Committee encourages the Laboratory to continue to provide the
R&D support needed to make the proposals credible.
R&D Toward Future Accelerator Options
The Committee was
pleased to hear a report on the accomplishments of a six-month Fermilab
study of a Neutrino Factory, and also updates about R&D for the Next
Linear Collider (e+e-)
and the VLHC (pp). The Committee believes that it is essential that Fermilab
continue active R&D in cost-effective new accelerator technologies
that may lead to a major new facility. The Committee believes that the
current level of effort is good, but probably needs to be enhanced over
the next year. The strongest contenders for the next major facility appear
to be the Neutrino Factory and the NLC.
