Gary Leonard
General Counsel

As Fermilab’s General Counsel I manage and provide a full range of legal advice for all scientific programs, as well as administrative and logistics issues arising at the laboratory. This includes all in-house legal review of procurements for construction, service and supply contracts as well as claims arising from our subcontractors. My duties include managing all litigation and engagement of outside legal counsel.

I have 25 years of government contract experience, including the Department of Energy Albuquerque Operations Office, the Navy General Counsel and Washington, D.C. In these places I functioned as the Agency Ethics Counselor.

Prior to law school, I graduated cum laude from the University of Massachusetts with a bachelor’s degree in political science and served 6 years of Active Duty with the U.S. Air Force at various overseas bases. After that, I received a Juris Doctor at the Columbus School of Law at the Catholic University of America. I spent time in the Summer Law Program at the University of Tokyo, and then received my J.D. with honors in 1986. I also received an L.L.M. in taxation, with honors, from Georgetown University Law Center.
