I head the Office of Integrated Planning & Performance Management (IPPM), which supports the sectors and the Directorate. The office of IPPM provides systems and management processes for institutional planning and performance assessment and evaluation, as well as leading multi-year, forward-looking planning and integration of institutional plans, programs, projects, operations and budgets. In addition the office of IPPM develops, implements and maintains integrated laboratory systems and management processes for strategic planning and goal setting, project and program oversight, enterprise risk management and performance planning and oversight.
I received my B.S. degree from the US Naval Academy and Masters Degrees from MIT. I completed a 25-year career as a naval and industrial engineer in 1997 as the Shipyard Commander of the nuclear submarine shipyard in Kittery, ME. I joined Oak Ridge National Laboratory in 1998 as the Deputy Project Manager for the Spallation Neutron Source and later assumed a similar role for the US Contributions to ITER project until retiring from ORNL in 2009. As a consultant I have worked closely with a number of universities and laboratories in the US and abroad to establish project organizations, develop and implement management systems and provide assessments, evaluations, recommendations and plans regarding budgets, schedules, risk management and quality processes.
