The purpose of this policy is to express the fundamental intent and direction for all assurance systems at Fermilab in compliance with clause H13 of the Fermi Research Alliance LLC Contract DE-AC02-07CH11359 with the United States Department of Energy.
This policy applies to Fermilab Research Alliance, LLC (including all legal entities under its exclusive control) and all its employees, contractors, subcontractors, and Fermilab users.
Fermilab views assurance as a facility-wide initiative and the primary tool for demonstrating operations are compliant, safe, secure, efficient, and providing quality products and services when viewed from the customer's perspective. Assurance activities cut across every function within the laboratory and the processes are used as a learning vehicle to highlight and facilitate change and continual improvement.
The Laboratory Director is responsible for all programs and delegates to the Office of Quality and Best Practices (OQBP) the day-to-day management of the Fermilab Integrated Contractor Assurance Program required by prime contract clause H13 and the oversight of all management systems for compliance to the "Advisory Council on Integrated Assurance" (AC).
It is Fermilab's policy to make every reasonable effort to ensure sufficient internal control and oversight systems are in place and are operating properly with respect to the management and operation of Fermilab to enable the prompt identification of deficiencies and opportunities for improvement, the prompt and accurate reporting of deficiencies to the responsible Laboratory managers and to DOE and other authorities, the timely and effective implementation of corrective actions, and the sharing and use of learning.
Each individual is expected to be vigilant to detect and report issues and to actively participate in improving Fermilab.
